1. Strategic Location
Luohu District is situated in the south-central part of Shenzhen, at the heart of the Shenzhen Special Economic Zone. It borders Yantian District to the east along the watershed at Bogong Pass of Wutong Mountain, connects with Futian District to the west via the central line of Hongling Road, and shares boundaries with Longgang and Longhua districts to the north. Covering a total area of 78.79 square kilometers, Luohu boasts a green coverage rate of 64.6%.
Thanks to its geographical proximity and close ties with Hong Kong, Luohu serves as a vital hub for emotional, economic, and cultural exchanges between Shenzhen and Hong Kong, and has long been a top choice for Hong Kong residents to live and work in Shenzhen. The district is home to three ports-Luohu, Wenjindu, and Liantang. Luohu Port is the busiest passenger port between Shenzhen and Hong Kong; Wenjindu Port is a comprehensive port for both passengers and goods, mainly facilitating the supply of fresh produce to Hong Kong; and Liantang Port, which began operations in 2020, further strengthens cross-border connectivity. With Shenzhen Railway Station already integrated into the national high-speed rail network and the upcoming Luohu North High-Speed Railway Station under construction, Luohu is poised to become a major transportation hub connecting Guangzhou, Shenzhen, and Hong Kong, serving the wider Guangdong-Hong Kong-Macao Greater Bay Area.
2. Vibrant Economy
In 2023, Luohu's regional GDP reached 280.82 billion yuan, marking a 7.2% increase year-on-year. Among the three major industries, finance contributed 103.36 billion yuan, commerce and trade 46.84 billion yuan, and leasing and business services 18.6 billion yuan. In its two signature industries, cultural and related industries contributed 17.48 billion yuan in added value, and the gold and jewelry industry contributed 9.23 billion yuan.
The total industrial output of enterprises above the designated size reached 70.37 billion yuan, while those in the service sector generated 159.06 billion yuan in operating revenue. Total retail sales of consumer goods amounted to 139.18 billion yuan.
By the end of the year, Luohu had a permanent population of approximately 1.03 million, with per capita GDP reaching 273,623 yuan.
3. Industrial Strengths
Luohu's economy is service-driven, with finance, commerce, and business services as its core industries. It has long been recognized as a stronghold of finance, a major hub for trade, and a vibrant commercial center. The gold and jewelry sector is a hallmark industry, and the district is also vigorously developing strategic emerging industries.
At a new historical juncture, Luohu is seizing major development opportunities presented by the Guangdong-Hong Kong-Macao Greater Bay Area and the Shenzhen Pilot Demonstration Zone and comprehensive reform initiatives. It is committed to high-quality development guided by its industrial vision to build "Three Zones."
A core area of a global trendsetting international consumption center. Luohu is developing five distinctive shopping districts: Dongmen (vibrant and fashionable), Caiwuwei (international high-end), Renmin South (Hong Kong-Shenzhen integration), Shuibei (gold and jewelry), and Sungang (home and cultural living), with a focus on elevating innovation, concentration, and visibility in consumption.
A pioneer zone for deepened Shenzhen-Hong Kong integration - The district is enhancing infrastructure connectivity with Hong Kong and fostering cross-border cooperation in niche finance, business services, and emerging industries. It aims to facilitate the free flow of capital, information, and technology, and to become a vital link between the Chinese mainland and Hong Kong.
A demonstration zone for modern service industry clusters with global reach - Luohu is advancing five key producer services: financial services, information and tech services, logistics and trade services, human resources, as well as management consulting and legal services. This helps develop industry-specific clusters, where dedicated buildings and streets support focused sectors.
4. Business Environment
As the first district to be developed in Shenzhen, Luohu is a pioneer of reform and opening-up as well as a major contributor to building the Shenzhen Special Economic Zone. For more than four decades, Luohu has created "Shenzhen speed" and upgraded "Shenzhen height." It has continued to improve its business environment and attract enterprises for shared sustainable development.
Luohu issued the Provisions on Supporting the High-Quality Development of Modern Industries Through Building a Pilot District for Business Environment Innovation, which fully demonstrates the district's innovative practices in system, policy, platform and mechanism to foster a good business environment. The key development direction and specific measures to continuously optimize the business environment in Luohu have also been put forward, serving as a model for national business environment reforms.
Luohu District is a front-runner in piloting digital renminbi (e-CNY) reforms. It was the first in the country to launch digital RMB red envelopes, introduce the nation's first digital RMB hard wallet self-service card dispenser, and establish China's first digital RMB industrial park. The district has also pioneered the country's first worry-free prepayment commercial zone and insurance-backed prepayment zone, creating a convenient and secure payment ecosystem.
In 2021, Luohu ranked first in the "Top 100 Model Counties and Cities for Business Environment in China."
In 2024, it was recognized by the All-China Federation of Industry and Commerce as a "National Five-Star County-Level Federation of Industry and Commerce" for the 2022-2023 period.
5. Technological Innovation
Guided by its "Three Zones" development strategy, Luohu is actively planning and cultivating two major strategic emerging industries-software information and artificial intelligence, and health care-as well as two future-oriented industries-low-altitude economy and aerospace industry, and cell and gene technologies. The scale of emerging industries continues to grow, and sci-tech innovation capabilities are rapidly improving.
By the end of 2024: The total added value of strategic emerging industries reached 24.41 billion yuan. The district was home to 713 national high-tech enterprises. A total of 7,053 patents were granted throughout the year. Fifty-eight soft science research projects have been approved.
6. Culture, Sports, and Recreation
(1) Cultural Facilities
As of 2024, Luohu hosted 12 professional performing arts groups, one district-level cultural center, five museums and memorial halls, and one art museum. The district also operated 83 public libraries (including sub-branches at the subdistrict and community level), with a total collection of 3.74 million books and other items. Television and radio coverage reached 100% of the population. Luohu also hosted four sub-venues of the 20th China (Shenzhen) International Cultural Industries Fair (ICIF).
(2) Sports Facilities
Leveraging the "iShenzhen" platform, Luohu has built an integrated online system for unified management, planning, and one-click reservations. A total of 199 sports venues and 691 sports fields are connected to the platform, offering convenient functions such as quick booking, in-app payment, and venue navigation.
By 2024, Luohu had 1,980 sports venues, 385 fitness trails, 86 football fields, five sports-themed parks, and one large-scale sports stadium.
